Best Damn League Rules:

1. League Information:
Rosters: All MLB teams will be allowed to have up to 25 players on their
active roster at a time. MLB team rosters may have up to 40 men on their roster
during Spring Training and from September 1st up until the end of the season.
Minor league rosters have no limit in the amount of players they can have on
the roster at a given time.
Player Ratings: We will be using a 1-100 scale for ratings. You will be
responsible to have Scouts in place to rate the players for you. If you are
unclear how the scouting process works, please refer to your OOTP 2007 Game
Guide.
Team staff: Every team will be responsible for having their teams
Managers/Coaches/Scouts in place. We will start the off-season with a personnel
draft with an unlimited amount of rounds. GM’s are responsible for attending
the draft in order to sign available personnel. After the draft, GM’s will be
allowed two personnel signings per sim during the off-season and one personnel
signing per sim during the regular season.
Option years: Option years ARE enabled in the BDBSP.
Player Trades: Player trades will be processed through the league forum.
All players that are a part of a trade will be placed in the DFA area of your
team when you import the latest league file. The trades will be processed by
the simmer at the END of the sim so the GM's who made trades will not have
their lineups/pitching staffs affected for that day’s sim.
Winter Meetings: Winter meetings will be held after the World Series.
The winter meetings will be held to determine if rules should be changed, trade
talks, and talk about expansion.
Morale: Morale will be disabled in BDBSP.
2. Draft Picks (rule 5 and amateur): Draft picks will be eligible to
trade. Players drafted will be able to trade right away with no restricted time
rule. Rule 5 draft picks will cost the drafting team to pay $50,000 to the team
they are selecting the player from. If the player does not stay on the active
MLB roster, or the disabled list of the team that drafted him, the must be
offered back to the original team for $25,000. If the Rule 5 drafted player is
traded to another team, the same rules still apply. If you are trading a Rule 5
pick to another team, please notify that team that he is a Rule 5 selection.
3. Compensation: Teams that lose a Type A free agent will earn a first
round pick from club that signed player. If that pick was already traded, then
the team will receive a sandwich pick. Teams that lose a Type B free agent will
earn a second round sandwich pick instead of taking selection from club that
signed player. Type C compensation will be disabled. The Game will decide the
type of free agent a player is.
4. Revenue Sharing/Luxury Tax/ Budget Revenue sharing will be turned on
in the BDBSP. Cash max will be set at $ 70 million dollars and then revenue
sharing begins once a GM passes that. The league has a payroll budget of 200
million; if you go over this amount then your cash will cover the remainder of
the cost. Luxury Tax money will be put into a separate "account". The money
will be used to help smaller market teams, or teams that have trouble
generating revenue.
5. Player Contracts: No player can be signed to an extension until they
are arbitration eligible. Players in arbitration can only be signed to a max of
3 seasons, unless they are getting paid in excess of 10 million a year (4
years) or 12 million a year (5 years). All players who were signed using this
loophole will be knocked down to a 4 year deal. Maxium Contract length is 7
years any players signed to above 7 years will be knocked down to 7 years.
